The L2 dataset is provided by Washington University Libraries in collaboration with the Weidenbaum Center on the Economy, Government, and Public Policy. To access this data you must:

2. Briefly describe your use of the data;
3. Explain how you will manage this sensitive data; 
4. Obtain IRB approval; and
5. Agree to the terms and conditions listed below.

We will then evaluate the application to ensure it meets the terms and provide further instructions.
